Kel is a passionate practitioner and thought leader for public strategy and performance. Through his extensive research, award-winning career and solid education background, he has created fioh® – a unique strategy management approach for public organizations. 

Prior to this innovation, he had spent over a decade in the public sector and led strategy and performance management work in multiple roles and organizations. His work was awarded the Certificate of Distinction in Performance Management by International City/County Management Association (ICMA) four years in a row between 2016 and 2019. He presented in multiple conferences to share success stories. 

Outside fioh, he teaches at the Bloomberg Center for Government Excellence at Johns Hopkins University and serves on the Performance Management Advisory Committee, ICMA. He also writes regularly for the Public Management (PM) magazine.
